First day of term balloons: an hour of decor in the morning

Outdoor considerations
Wind is the main factor. Light structures fall over and clusters escape from children's hands, so weights are chosen with margin.
Sun heats dark balloons, and by the end of an assembly some of them burst. A pale palette is more reliable in that respect.
Nothing goes in the path of movement. The yard is crowded that day, and clear routes matter more than volume.
Keep children's clusters compact. A large one makes it impossible to hold a bouquet and a schoolbag at the same time.
Early September weather is unpredictable, so a fallback deserves some thought in advance. In rain latex slips out of hands and paper elements soak through within minutes.
Decide separately what happens to the balloons afterwards. Some schools pass them to the youngest classes, which beats carting structures back again.
