Birthdays default to strong colour. For a great many recipients that default is correct, and nothing here argues with it. The trouble is that it gets applied without anyone stopping to ask, and the people it does not suit are precisely the ones least likely to say so.
Somebody who keeps a quiet house with pale walls and one plant in the corner receives a saturated arrangement and has to live beside it. They will move it out of the way, usually to a shelf they walk past rather than sit next to, and the gift finishes its life in a corridor.
Two questions settle this better than any colour chart. What does the room look like, and does the person wear colour or avoid it.
The second question is the more useful of the two, because it can be answered from memory by anyone who knows the recipient at all. Wardrobes and rooms tend to agree with each other.
Where there is no answer to either, warm mid tones behave well almost anywhere. Cream, peach, soft coral and apricot read as celebratory without raising their voice, and green does the work of holding them apart.
